You do not need to take every strength-training set to failure. A productive set should be hard enough to match its purpose, but the final possible repetition is not a compulsory toll. For most sessions, stopping with a small number of technically sound repetitions still available preserves useful effort without making every set as fatiguing as possible.

The practical question is not ‘Did I fail?’ It is ‘Was this set hard enough to stimulate progress, controlled enough to repeat and suitable for the rest of the programme?’

What training to failure means

Research often uses momentary muscular failure: the point at which you cannot complete the lifting phase of another repetition through the planned range with the prescribed form. In coaching, technical failure is also useful: the point at which the next repetition would need a meaningful change in position, range or assistance.

Those are not always the same moment. A set can become technically poor before the muscle is incapable of producing any further movement. The distinction matters most on complex or less stable exercises, where forcing another repetition can change what the set is training.

Repetitions in reserve, or RIR, describes how many good repetitions you believe remain. An estimate of 2 RIR means you think you could complete about two more repetitions with the intended technique. It is a coaching tool, not a precise measurement; the estimate improves with practice and can be less dependable when the load is light or the person is new to judging effort.

What the evidence supports

The broad answer is consistent across several evidence reviews. The 2026 American College of Sports Medicine position stand synthesised 137 systematic reviews involving more than 30,000 participants. It found that resistance training improves strength, muscle size and physical performance, while training to momentary fatigue did not consistently change the main outcomes.

A newer 2026 systematic review and meta-analysis included 20 studies and 556 healthy adults. Non-failure training had a small advantage for dynamic strength, while the review found no clear difference for muscle growth, isometric strength, muscular endurance or power. Participant characteristics, programme design and training duration influenced results, so the average effect is not a rule for every person.

For muscle growth specifically, a 15-study systematic review and meta-analysis found no evidence that reaching momentary muscular failure was superior to stopping earlier. The authors also warned that studies use inconsistent failure definitions and often cannot show the exact proximity to failure achieved.

Together, these reviews support a careful conclusion: training should contain sufficient effort, but the evidence does not make all-set failure necessary. They do not prove that effort is unimportant, or that stopping far from failure produces the same result in every situation.

Why the final repetition has a cost

Moving closer to failure increases acute fatigue and discomfort. In a randomised crossover study of 24 resistance-trained adults, participants completed six bench-press sets at 75% of one-repetition maximum to failure, 1 RIR or 3 RIR. Lifting velocity four minutes later fell by 25% after failure, compared with 13% at 1 RIR and 8% at 3 RIR. Differences were smaller after 24 hours and had diminished by 48 hours.

That was one exercise, one acute session and a small trained sample. It cannot tell us how every programme affects long-term progress. It does show the immediate trade-off clearly: the last possible repetition can add fatigue and discomfort, which may reduce the quality of later sets or make the next session harder to organise.

For a busy professional, this cost matters. A harder-looking session is not automatically a more useful session if it damages the work that follows, extends recovery unnecessarily or makes consistent attendance less likely.

When failure can still be useful

Training to failure is a tool, not an error. It can help calibrate effort, show whether a load has become too easy and create a strong stimulus when the exercise is stable and the recovery cost is acceptable.

Tempo’s coaching judgement is to use it selectively:

  • Safer, stable exercises: a machine or simple isolation exercise usually offers a clearer stopping point than a heavy free-weight lift.
  • Later sets: keeping earlier sets just short of failure can protect the repetitions and technique available across the full exercise.
  • Specific phases: an occasional hard set can provide useful information, while repeating it on every set is rarely necessary.
  • Appropriate supervision: exercise setup, safeties and a coach or spotter change the risk of reaching a genuine limit.

Failure is less attractive when technique is still being learned, the exercise has a high consequence for a missed repetition, the next movement is important or recovery is already constrained.

A practical stopping rule

Start with the purpose of the exercise. If the aim is to practise a movement or develop maximal strength, protect repetition quality and bar control. If the aim is muscle growth on a stable exercise, work close enough to failure that the final repetitions are clearly demanding, without assuming every set must end in an unsuccessful repetition.

  1. Choose the planned repetition range and technique standard before the set.
  2. Stop when you reach the target with about one to three good repetitions still possible, unless the programme gives a specific reason to go further.
  3. On a selected stable exercise, use an occasional final set to calibrate whether that estimate was realistic.
  4. Record the load, repetitions and estimated RIR.
  5. Adjust the next session from the pattern, not from one dramatic set.

If the estimate was wrong, that is useful information. The goal is not to prove toughness; it is to improve the next decision. At your next strength session, write down the estimated repetitions in reserve for the final work set of two exercises. Do not change the programme yet. Compare the estimate with technique, speed and the next set, then use the pattern to decide whether you are routinely stopping too early, pushing too far or working at a repeatable level.
